Why the same natural event can cause little harm in one place and great damage in another.

An event is not the whole risk

A hazard is a possible source of harm, such as an earthquake or flood. Vulnerability describes how easily people, buildings or services can be damaged. Risk grows when a hazard meets exposed and vulnerable people; the physical event alone does not decide the outcome.

Why separate danger from risk?

After disasters, people need more than a description of the event: they need to know who was placed in danger and why the damage differed between places. This distinction came from trying to reduce losses, not simply label nature as dangerous. It directs attention to preparation, safer buildings and fairer protection.

Comparing two flood risks

Suppose a river floods once in ten years. Town A has raised homes, warnings and evacuation routes, while Town B has homes on the floodplain and no warning system. Step 1: the hazard is similar. Step 2: exposure and vulnerability are higher in B. Step 3: B therefore faces greater expected damage, even though the river event is the same.

The biggest event is not always the biggest disaster

It is tempting to rank disasters only by the strength of the earthquake, storm or eruption. That is reasonable because physical measurements are clear and easy to compare. Yet a weaker event can kill more people where buildings are fragile, warnings are absent or emergency help cannot reach communities quickly.

Reducing risk before the event

This way of thinking is used when planners decide where to build hospitals, how strong bridges must be and which neighbourhoods need evacuation drills. It also helps compare protection measures: a warning system, stronger roofs or restored wetlands may reduce risk in different ways. No measure removes every hazard.
