Accountability of public power — Civics, 14–17 years
Public officials make decisions using powers entrusted to them by society. Accountability means they must explain those decisions, face scrutiny and accept consequences when they misuse power or fail in their duties.
Power must answer
Accountability is the link between having public power and having to answer for its use. An official may need to publish reasons, reveal spending, attend questioning and correct a decision. Transparency helps people see what happened, while accountability adds the possibility of review or consequences.
The problem it solves
Officials usually know more than the public about decisions and resources, creating room for waste, favouritism or abuse. Elections alone are too infrequent to check every action. Records, audits, independent oversight and questions make power answerable between elections and give wrongdoing a greater chance of being found.
Following a public contract
A council pays €50,000 for a park repair. Accountability asks who approved it, which bids were received, what work was promised and whether an inspection confirmed completion. If only half the work was done, residents can use the records to demand correction, repayment or an investigation instead of relying on rumour.
Visibility is not accountability
A reasonable mistake is to treat transparency as the whole job: if a document is online, the public can supposedly do the rest. But information may be hidden in technical language, published too late or never examined. Accountability needs people and institutions with time, authority and independence to question what they find.
Where it appears
You meet accountability in freedom-of-information requests, audit offices, parliamentary questions, ethics registers and public complaints systems. It also matters in a student council or charity: people who control shared resources should explain choices and allow checking. The scale changes, but the principle stays recognisable.
